EPCM stands for Engineering, Procurement, and Construction Management.
It is a project delivery model in which the EPCM contractor (e.g., WEG Energy LLC) provides management and oversight services across all project stages but does not act as the direct builder (as in EPC).
Instead, the EPCM contractor:
– Engineering (E): Performs technical design, planning, and engineering studies required to define and execute the project.
– Procurement (P): Manages tendering, vendor selection, negotiation, purchasing, and delivery of equipment, materials, and services.
– Construction Management (CM): Supervises and coordinates construction activities carried out by third-party contractors, ensuring quality, schedule, safety, and cost compliance.
Unlike an EPC (Engineering, Procurement, and Construction) contract, where the contractor delivers a turnkey facility at a fixed price, an EPCM contractor acts as the client’s representative. The EPCM ensures the project is executed to specification, but the client (or project owner) directly holds contracts with construction contractors and suppliers.
– Advisory & Management Role – Provides oversight rather than direct construction.
– Flexibility – Owner can select multiple contractors/suppliers instead of a single turnkey contractor.

An EPCM contract makes WEG Energy LLC the “Owner’s Engineer and Project Manager”—responsible for engineering, procurement, and construction management, but not physically constructing the plant itself.

– Vendor Selection & Management (prequalification, RFPs, negotiations, compliance).

3. Construction Management
– Pre-Construction (execution plans, permits, mobilization).
– Supervision (oversee works, ensure compliance, reporting).

4. Project & Contract Management
– Schedule & Cost Control (schedules, milestones, cash flow).

5. Operations Support (Optional Post-Construction)
